Its pretty clear to see in the video, he was going slowly. Could have avoided me, but intentionally swerved to hit me.

He hit you one time, could have been unintentional as that spot specifically near the beach market has a lot of things rendered in at once. There could have been rendering issues on his behalf even though it looks like he hit you on purpose. If he kept going back and forth ramming you, it would be VDM.
