I'm pretty sure I found out the explanation to this, as all these ids are related and I am familiar with.
Here are all the ids:
Soc 1: 12465 , 16521 , 16517
Soc 2: 12465 , 16517 , 32204
Soc 3: 16243 , 12465 , 16517

I have 2 social club accounts, and id 12454 and 16521 is mine. Throughout the year, I had 2 or 3 cousin who came over me and played grand rp. As I have a second pc, they are playing on that computer. One of my cousins logged into his own account with my own social club account, which is soc 1, as id 12465 and 16521 are mine and 16517 is his.
Soc 2 is my other social club account, id 12465 is me, 16517 and 32204 is my cousins (2 different cousin). We always play together when they come over, as I have a second pc I can offer them to play grand rp with me while they visit us.
Soc 3: Could be the social club account where I have to change account to play other games, such as red dead online. However, I am not really familiar with id 16243, probably an old created account, or one of my cousins account.

In summary,
id 12465 & 16521 are mine (main + twink)
id 16517 is my cousins (he is the first one who came and played grand rp with me this year)
id 32204 is my other cousin who started playing grand rp after I convinced him
Id 16243 is either my old account that I created long time ago which I don't remember, or my other cousins account which could be it.

These accounts were not shared, they were used when my cousins came over to visit me. One of them logged into their own epic games account in order to play rage, while others logged into my own social club. We don't use each others account, as everyone has their own responsibility for their action when playing rp, but accounts were used on different devices with different social clubs. Some of them visit me when they feel like it, or when there is an event, such as birthday party. During my little brothers birthday, which was 2-3 weeks ago, 3 of my cousins who play grand rp came over, and used my social club account to play grand rp on. We always use each others devices, and change accounts and settings but in a game like grand rp, you don't have to change social club/epic games account in order to play on your own grand rp account so some of them just used my own social account. The secondary pc is more like guest pc, and it just has grand rp and roblox. I hope this really explains, as I am familiar with these ids and some of them belong to me, while other belongs to my cousins.

I see that my cousins accounts are also banned for the same reason: Gr 1.1 (Main). As I explained above, they logged in and played grand rp on different social club accounts, as we visit each other and play on different social clubs (because it isn't required to change social club account to play on own account and we can just change grand rp accounts in game, in the login menu). I would like their account to be unbanned as well, we all are related and we did not share accounts, just used different social club and devices as each of us has their own unique social club account and device.

Now Suddenly The Story Gets added up from only Little brother to Cousin ?!
each account as given details to you are opened on a Different Social which means its being shared to some one else, I feel if I bring more socials you will give a story of your neighbor also was at your place and played on the PC ?!
