Rejected Ran to HQ in an active shoot out ID-31045

ID-31045 ran into vagos HQ while we were shooting him and there was also a guy in the car but could not identify his ID. As per RP he must go to HQ after 5 minutes of shootout but he just drove to HQ in front of us.
