Ruok was initially excited to be a part of the National Guard and believed that he was serving his country. However, he soon began to witness the corruption and greed within the organization. Many of his superiors were more interested in advancing their own careers and lining their pockets than in serving the nation. Ruok began to feel disillusioned and frustrated with the hypocrisy he saw around him. It wasn't long before he started to use his position and connections for personal gain.

2. Vella Ruok can rob/kill criminals in the ghetto, or kidnap and rob them in a quiet place.

4. Vella Ruok can use illegal firearms on duty and off duty, ones he bought himself or looted/robbed from his victims.
