You don't need a bio to store illegal items in your trunk. Literally everyone has them - only constitutes as GR 6.4 if he was storing org weapons/armour in the trunk/selling the items

I would consider this to be an IC Issue and a matter of the Law. If everything is simply taken to forums as it often is the possibility for RP goes away.

In the Law there needs to be a valid reason to have searched the vehicle and the footage does not necessarily show why the vehicle was searched. There would have to be a violation of the law (not a parking ticket) to justify the search otherwise it is inadmissible as evidence against the owner by the law.

7.5 Search of an Abandoned or Unoccupied Vehicle
7.5.1 If the driver or owner of the vehicle is not at the scene, opening the luggage compartment and putting the owner of the car on the wanted list by scanning the vehicle's VIN is possible only in case of violation of the law, which is punished by imprisonment according to the State Penal Code.
