Ballas broke event rule 1.11 During events with a red circles, all players must be inside a red circle. Shooting outside the zone is forbidden.

I can understand no ids are visible that's why I also put 1.7 All participants of all events under all spheres must record POV and hold it within 48 hours | 30 days ban
as I never got a response to why no pov could be request or why not if no ids are visible breaking rule 1.11 if they are gang or legal org they can not be pov requested?
