Early life:
Rocky was born in Los Santos County General Hospital April 12th, 1991, to his parents Muddy Waters and Misty Waters both of whom were members of the Bloods street Gang. Both of Rocky's parents were mid-level drug dealers during the 70's and 80's but as the couple's reputation grew, they were able to make connections with the Mexican Mafia.
This gave them access to even more guns and drugs which they would use to gain power in influence in Los Santos. By the time Rocky was born his Parents established the M&M Cartel and flooded the streets of Los Santos with their product.
Because of Rocky's parents' reputation he couldn't go to normal school as his parents now lived in fear of assassinations from rival gangs and cartels. Rocky couldn't make friends like normal kids because of this.
The parents of other children labeled Rocky as the "little criminal" because of who his parents were. Rocky's Parents were constantly in trouble with the law but never convicted, as they were notorious for bribing and assassinating civil servants. Rocky would grow up sheltered learning about the streets from his father, and how to smuggle drugs from his mother. At the age of 21 Rocky was set up almost murdered by the blood's street gang after his recovery Rocky pursued a career in Law Enforcement.
Career Story:
Rocky would become one of the most Decorated Law Enforcement Officers in San Andreas, during his 35-year career in law enforcement. He would serve as the Director of USSS the Sheriff of SAHP and also the first Commander of SAHP under Ex Sheriff Kaii Fox, where he would go on to disrupt the activities of Gangs, organized crime families and terrorist cells all from the shadows.
Although his methods proved to be highly unorthodox Rocky justified his action as righteous due the peace and stability of sectors 2 and 3 under Kaii Fox's era. After years of retirement Rocky would watch the state which he loved so much fall back into the hands of the criminals. A new Sheriff who still remembered the exploits and deeds of Rocky Waters asked him to fight crime from the shadows as he did for Kaii Fox but this time as the undersheriff, without hesitation the old war dog once known as "Jackal" would gear up and show himself 10-41 once more.
Outcomes:
1.) Rocky can arrest anyone who makes trouble with him and issue the person in question Bogus or Trumped-up charges (With sufficient RP reasons and use of try commands or the expression of emotion like hatred, or embarrassment)
2.) Rocky is a seasoned Pilot and Wheelman as a result he can off-road in any SUV or 4 Door vehicle. (RP driving, no rule breaks)
3.) Rocky can sell or use illegal weapons that he received from criminals or family.
4.) Rocky can smash and break bodycams (by using /try, 2 times per situation).
5.) Rocky can use his radio off duty to track LEO and criminal moments.
6.) Rocky can lie about the request of a lawyer and not show his ID to anyone in order to protect his identity.
7.) Rocky can harass and disrespect anyone as gang members do because of his upbringing and foul mouth weakness (Only in accordance with, Gen 6.10 and 6.19)
