Samuel moved to USA with his parents when he was 3 years old. They lived in Vice City around early 2000s. Samuel had good connection with immigrants like himself. He had friends from Cuba, Colombia, Mexico etc. His parents passed while he was in his senior year in High School, so he had to leave school and start working to make a living. After getting in trouble with the law at Vice City, he decided to move across the country to Los Santos.
Samuel joined forces with the government after he moved to Los Santos. He met with Poppy Losambra and started to work for the governor as a security guard at the gate. His hard work paid off and he raised amongst the ranks. Because of his high work rate and discipline the government sent him to university while he was also working as an assistant to one of the secretaries of states.
After the governor change, Samuel used his connections to raise amongst the ranks again and got the title of “Senator of State Congress” under Kazuto’s leadership. Even though Kazuto’s term didn’t last, Samuel did. He became a known name amongst the government workers.
After Kazuto’s term something broke inside Samuel. Seeing all his hard work gone to waste, Samuel decided to take a leap of faith and step to the other side of the law for his personal gain. He decided to use his Street smarts that he got from his Vice City days and joined the forces of LSPD as a major through a transfer.
After 2 terms in LSPD, Samuel became the chief of LSPD. After a great term under his leadership, Samuel went on vacation for couple of months. After that he was back under FIB to clean the city and earn some cash on the side.
After spending some time in FIB, one of his best friends in the city Masta Killa became the governor and invited Samuel to be on his side as deputy. He joined Masta in government but wasn't able to get rid of his bad habits.
After his adventures in government, Samuel returned to FIB to make some more money.
