Upon Reviewing the evidence, I have decided to Accept the thread.
ID 28857 will be punished for Provoking.
"ID 28857 is continuously honking and wanted to know name of FIB director while being in FIB in order to get attention even after said to stop it in RP chat."
ID 100113 will be punished for Mixing.
"ID 100113 said he will arrest you in Non-RP chat but it's an IC term."
ID 28857 will not be punished for 3.1 as it was said in IC.
