Firstly being a state employ he was teaming up with a gang member and asking gang member to kill guys ( 7:20 ) (Gen 6.4)
Second he called his friends after getting clapped proof at (9:40) and the friends came to kill me by doing vdm ( id 57745 )
Third he does CL which is visible in the same time stamp , his pov

clear CL.

Upon reviewing the evidence, I have decided to Accept this report.​

• ID 57745 will receive a punishment for VDM​
• There is no proper evidence for Meta Gaming, as its ghetto, gang activity can be seen​
• He already got punishment for same situation​
• Based on your POV I don't see any Illegal activity done by a state employee and also you were helping him at the start by killing the other people, ICly he was off-duty, and there is no chance you could have known that he is state employee unless he told you by himself or by possible Metagaming by you.​
