FIB member stopped me to give me a fine , i gave him demands to leave , he took out his gun so i killed him , after that , he gave me fines when im not even near by him , gave me wanted lists ( metagaming )

No thats not the whole situation he killed me but EMS patch me so it will not come under meta gaming . suppose if EMS will not come and i spawn at PH and then if i give you fine that will come under meta gaming .
Conclusion : I was saved by EMS and then after I give him fines because his car number plate was captured in my bodycam ..
