Just to add since it most likely goes to Vagos Curator.
Same situation (this is where they got the Hostage in the first place) and same problem. Vagos does not seem to know about that they also need to feel fear.

Only because they are gangster doesnt make them invulnerable to the fear to loose life.

As per curators, when they are alone/isolated and we are 3 LEOs pointing guns, they need to Fear on Demands. In that situation we dont need to fear for the hostages life, since we also have a lever since they fear for their guy, so engaging is possible. In this scene 3 LEOs point guns and like...
