As per curators, when they are alone/isolated and we are 3 LEOs pointing guns, they need to Fear on Demands. In that situation we dont need to fear for the hostages life, since we also have a lever since they fear for their guy, so engaging is possible.
In this scene 3 LEOs point guns and like 15 are around him. Him not fearing makes no sense. He just came to provoke, which is unrealistic.
