The Biggest Heist Event
Participants:State side - FIB, NG, LSPD, SAHP, GOV (USSS)
Gang side - All Gangs
Rules:
Limit of participants - Up to administrators, but the more people participate the better (I would suggest no limit as long as the difference in numbers isn't too dramatic).
Weapon restrictions - No LMGs/Snipers/Heavy Shotguns/Circumcised Shotguns/MK II Shotguns.
Forbidden to block entrances/exits/roads.
Forbidden to re-enter the event if you were killed during any phase of the event.
All of the State side participants will have to wear defined uniforms for their org (must be scripted so you don't spawn with it in the hospital).

Most Wanted criminal from abroad arrives in Los Santos to unite with domestic Gangs and rob a bank. The FIB Counterintelligence division found out about the criminal coming into the State and shared this information with the Government in a private meeting. After this, all state org high commands (Leaders/Deputies) will be invited for another classified meeting to share the information with everyone and develop a plan of coordination.

State orgs will have a description of the Most Wanted criminal with a photo, as well as the car he is using (also with a photo, and it has to stand out). They will use all means available to them, including cars and helicopters to find the criminal, while he will be able to move/hide freely and wherever he wants to (except in some places where it will be impossible to find him).

The search will last 20 minutes.
If State orgs manage to find and capture the criminal, they will interrogate him to find out what the Gangs are planning and come to the bank beforehand to protect it.
If State orgs fail to find and capture the criminal, he will then unite with the Gangs at the fake hospital and move toward the bank to rob it. In this case, State orgs will only receive the notification when the Gangs enter the bank.
It is allowed to join the event/gather more people during the search phase.

Gangs gather near the fake hospital (with or without the most wanted criminal) and after planning the robbery they move to the bank. If State orgs managed to capture the criminal they will be waiting at the bank, and the Gangs will have to fight their way through to get to the vault and take the money. If State orgs failed to capture the criminal the Gangs will be the first to arrive at the bank and start opening the vault (will take them 5 minutes to break into the vault). State orgs will receive the notification when the Gangs enter the bank and will try to fight their way through and stop them from opening the vault.

If the Gangs manage to get to the vault, they will need 2 people to be there to break it (they will use /me to start breaking into the vault). Those 2 people cannot go away from the vault during the 5 minutes it will take them to open it, if they are killed by LEOs or are forced to leave the Gangs will fail to rob the bank and lose the event.
If the vault was successfully broken into, the administrator will announce that the gangs got the money and their new task is to escape to the Water Transport Dealership, where boats will be awaiting them for their escape. If the Gangs get inside the boats and start to get away they win the event. The State orgs will try to stop them.

If all State orgs participants die during any phase of the event, the Gangs win.
If all Gang participants die during any phase of the event, the State wins.
If the Gangs manage to escape with the money, the Gangs win.
If any or both of the people that are breaking the vault die/get captured/are forced to leave, the State wins.
Note: If anyone dies from any side it's forbidden to re-enter the event at any point
Note: If the vault breakers crash while breaking into the vault, they can be replaced and time continues to move on
Note: Gangs are not allowed to kill LEOs that are searching for the wanted criminal, and State are not allowed to kill any Gang members during the search phase
