how can they provoke them ? just By standing their ? i dont understand ? they dont even said even single word to Leos which you can count as Provoking , If standing outside the circle counts as provoking then state orgs do this all The Time when we do store robb and give them warn to leave they wait outside the circle to gather up then its also count as Provoking ? i watched the extended Pov which i will attach only id 71539 was saying things to leo which u can count as Provoking , but also its Clearly Mentioned ONly Mass rule breaks or multiple rules break by single person will lead to fam war but id 71539 did not do multiple rulebreak at situation and neither there was mass rule break , and again as i mentioned in previous forum if standing in front of legal state count as provoking , then there is bloods too lol
