Leveraging connections he had established with friends in the Department of Corrections (DOC), Scout found his way into the government system.
Starting from a low-ranking position, Scout faced significant financial struggles, which pushed him further down the path of corruption. He began engaging in smaller-scale illegal activities, such as selling gun licenses to ineligible individuals. Over time, he honed his skills, ensuring that no traces were left behind. He meticulously maintained a comprehensive database on every government employee, allowing him to monitor and manipulate their actions, ensuring his illicit activities remained undetected.
