GR 6.24 forbids robbing/kidnapping of people working starter jobs. Player will not be punished for Ghetto Rule 1.5 because we cannot confirm the player is in Families. Also, it was not on purpose. ID 200441 should be punished for UB-Driving and Car Ramming but, I am choosing to use this thread as warning.
