The event scenario must be detailed and include the whole event:
The EMS chief was having a stroll through Paleto Bay and was kidnapped by a gang! All gangs proceeded to team up as the EMS Chief is a high priority target, and decided to hide the EMS Chief in one of their vehicles (the gangs decide which car to put the EMS Chief in, the gangs are working together). The gangs have 2 minutes to decide which car to put the Chief in, as the LEOs will begin following the Chief at 18:02 if no decision was made. If a decision was made, the LEOs have to give the gangs a 10 second headstart before beginning to chase them. The gangs have to transport the EMS Chief with at least half of them still alive, otherwise the LEOs win. The LEOs are equipped with only 1 Engine Blocker per org (depending on how many state orgs visit the event, the LEOs might get 2 Engine Blockers per org). If the LEOs engine block the correct vehicle, the gangs are able to stop and have a shootout with the LEOs. If the gangs win the shootout, they win successfully. The LEOs have to first check and guarantee that the chief is in the vehicle they engine stopped (only 1 agent has to go and check)
The gangs can decide which side of the highway to go on, but cannot go into Sandy Shores. They also have a maximum of 15 minutes to get the EMS Chief successfully to the airport, and take him up in the helicopter in order to win. The LEOs can decide whether or not they want one of their agents to go up into a helicopter to watch over where the gangs are going. The agent that goes into the helicopter is only allowed to shoot at the gangs if they reach the airport. Otherwise, the agent should never land anywhere. When gangs get to the airport, they have to have a shootout with the state orgs while moving the EMS Chief into the helicopter (it's a 20 second walk in order to get the chief to the helicopter). Gangs are equipped with: 6 ARs, and 6 SMGs. They also all have 50% armor. The LEOs are equipped with: 4 Revolvers with only 8 bullets in each, and 4 Carbine ARs. They all have 2 100% armor, and 2 medkits.
If the EMS Chief is placed in the helicopter, the LEOs must not shoot the helicopter in order to not risk the Chief's life. If the gangs successfully put the chief into the helicopter, they win.
Why this event:
First is to increase RP between all the LEOs and the Gangs. Second is to see how LEOs and Gangs can handle tense situations like these.
Role of Each Organization involved:
LEOs: get (in total) 8 agents to chase gangs on the highway and attempt to engine block the correct vehicle that the EMS Chief is in, if gangs reach the LS Airport, they have to shoot the gangs successfully without harming the chief.
Gangs: get (in total) 12 people to drive away from Paleto Bay while keeping the EMS Chief hidden. Then protect the chief from the LEOs and place him in the helicopter if they successfully get to LS Airport.
Other organizations involved:
All gang orgs and all LEO orgs
Vehicles/weapons needed:
6 ARs, 4 Carbine ARs, 6 SMGs, 4 Revolvers.
80 AR ammo each to 6 gang members, 100 SMG ammo each to 6 gang members.
150 AR ammo each to 4 LEOs, 8 revolver ammo each to 4 LEOs.
8 Jugulars all in black with tinted windows.
6 Jugulars all in white, 4 of which are equipped with 1 engine blocker.

Admin Requirements:
Give out all the armors and weapons to the orgs, and spawn in the vehicles.
Give the gangs 1 rope in order to tie the chief (they must be the ones to transport him, the chief shouldn't be able to move)
Rules of the event:
No car ramming allowed.
No UB driving.
No Powergaming (reviving someone with gun in your hand, or when there is an active gunfight, aslong as you're in safety. i.e. behind a vehicle safely while being covered by another LEO)

- Kill all LEOs if the car that the EMS chief was in was engine blocked
Prize for the winner:
