Upon reviewing the evidence, I have decided to Deny this report.

As the rule states "It is restricted to kill person who is unconscious to help him to avoid RP situation(Mercy killing)" the suspects did not help your friend to avoid RP situation. Also, he was bugged in a way that showed them that he was standing still which is why they probably shot at him thinking that it was someone who was alive.
