Certain aspects of the PDA require the PDA to be IC, like the situation mentioned in Rules for state 6.10
But, dropping globals/locals should not need to be made IC as the whole point of these thing is to get backup to the place marked. Kind of like a SOS. also the server already does the /me command which shows that RP is already done for dropping global.​
