Wolf made a crucial choice after realising that the system itself was biassed against his family and othis people like his. He entered the corrupt world while trying to protect his family by serving in the National Guard. He saw it as a necessary evil, a desperate attempt to level the playing field and protect his family's security.
Wolf's moral compass began to falter as he became involved in a web of lies. His justification for his acts as necessary precautions to safeguard those he loved dear caused the distinctions between right and wrong to become hazy. He suffered intense emotional pain for each unethical act he committed, but the thought of his family's suffering kept his steadfast.
