This person was talking while dead after he was killed. Video is short enough but to be more specific, 3 seconds in is when it happens.
I did not make video 1 minute because you can clearly see what happened in the short video I provided and did not want to waste your time. "Evidence is cropped or edited (must be 1 minute+(exceptions might be, when you can understand the whole situation for less than 1 min))"
