This person was killing in city, however, was only able to catch talking while dead on bodycam which is Fail RP.

Evidence is cropped or edited (must be 1 minute+(exceptions might be, when you can understand the whole situation for less than 1 min));
However in this video I feel like the 1 minute is not needed. Event happened at 0:29 seconds in video.
