First of all ER 1.21 is only for aircraft carrier event which you were not a part of as shown in the POV.

Second you had the choice to climb the stairs at 0:15 ( POV ) but you refrained from doing so, that means you wanted to leave the RP situation by means of water.

Remember that the submarine are present in the water and to get them you have to swim as well as to prevent someone from getting the submarine you can shoot him in the water, thanks.

Shooting in the water in Drugs supply event does not come under ER 1.21
ER 1.21, During aircraft carrier event, LEOs are not allowed to shoot others while they are in the water. They should let them get on a carrier​
