Rejected Fail RP

So me and my buddy Daniel where just driving around exploring Sandy Shores, we then found a cool waterfall. Then 2 guys pulled up one of the ID's where 245 I didn't get the other one. But they just started shooting at us for no reason. I have NEVER seen that guy before so I don't get why he would just randomly shoot at us.

He has played this game long enough to know that firing at people for no reason is fail rp, so why even do it?
