They entered the ghetto without 3 people and a convoy. I know there was a store but the thing is they entered the store circle and went away when I stopped them they made a U-turn and went to the store

Well basically, there is a store in ghetto so in such case they responsed.
Now for the part where they went towards arena and out of store zone, maybe they thought they had to regroup but upon further instructions of high command they went back to store zone.
Therefore There will be no punishment this time since there was an ongoing store
