as its clear in the pov that leos( FIB to be exact if thats what reason you killed hostage for ) were asking about free passage, and i dont think so you had any proper "IC Reason to kill hostage " , from what i can see in the pov is you just wanted to kill hostage and then just blame LSPD so they get a verbal , but nope that was not an proper reason to kill hostage by which leos will get punished .

as there was already a proper negotiation , but from the pov i got from LSPD it looked like by your side it was 45% negotiation , 45 % insults 10% " i will kill the hostage "

And also by the part you said " i want to LSPD to negotiate " it kind of looking like you just wanted to kill hostage and get LSPD punished​
