In Red zone (Ghetto) shooting without demands is allowed

Therefore ID 95972 and 98430 will not receive punishment for General Rule 6.15 (RDM)

However, ID 95972 will be punished for VDM as he took an advantage by
Ramming ID 18436 so it took time for him to get up.

6.15 When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them. | WARN​

After rechecking the evidence

ID 18436 will receive punishment for Ghetto Rule 1.5
And ID 95972 and ID 98430 will receive punishment for Ghetto rule 1.4

1.5 If you are standing on your HQ it is forbidden to start shooting from your own territory. | WARN

1.4 It is forbidden to push/kill gangmembers on their HQ. You are not allowed to enter on HQ of another gang without permission. | WARN​
