First he RDM his own fam members then admin came to investigate the situation and then he shot at admin so admin gave him a warning for RDM. But after investigating family logs I realized he stole items from fam cars and warehouse as you can see in logs.

So we can replace the emotional damages you caused when you RDM and weapons/ammo.
Also if I did have other intentions I don't think there's a rule against it.
