Rejected Unaccessible Highway

Hello, recently i was put in demorgan for three hours and warned. the only thing i did was follow my family up in the highway. I'm the only one that got consequences due to me being the last one alive. i did not know this rule as people told me it was allowed. the thing that bugs me most is how you are allowed on the highway but people on roofs you need to access from outside the circle dont get in trouble? and why dont i get a talking to just an instant max sentence and warning.
