We had a hitman job on them. I think that is more than enough reason to kill them. In real life, a hitman does not go to you giving demands. And we were chasing them for nearly half an hour. So according to the Gen Rule 6.15 When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them. Here, the hitman job, and the car chase was the RP situation.
