There is no violation of GR 6.15 Since both persons pull out weapon at same time + LEO didn't point gun while giving demand
(When a LEO responds to an ATM robbery or House robbery, then can start shooting on the person who is carrying a weapon as it is Kill On Sight! Exception: If there are no weapons that are seen in the suspect's hands they have to do RP )
