- FIB guys just confiscate all the cars those are parked far from event they just came out from the circle and confiscate all the cars. As, I asked them why they did this they said post it on forms.

LEOs can search near the border of the perimeter, if they have enough IC reason to believe these cars are a threat to the operation (Bank) and a high security building on the other side (FIB), or were used by the criminals that just attacked the Bank and came from that direction.
IRL also the cars around a Bank that was just attacked by 70 criminals would be searched.
If you disagree with a search and you did not die, you could get the Agents IDs ICly and sue them, if the search was unreasonable.
