I strongly think that ID 76816 was using a fishing script and also did combat log when trying to interact with him.

ID 310638 Did either combat log or some thing else while i was arresting him.

Player ID 310638 will receive a punishment for GR 3.1, GR 3.2, GR 3.3
Player ID 76816 will receive a punishment for CL (you can't leave RP there)

However we can't provide if he use bot like this.
