10k $ every minutes fee

I got arrested, im in the prisen right now. Just is it normal to have every 1 minutes a 10k fee.... i've already paid for 40k from my phone but it keeps comming 10k at a time.
It says the one who put me in jail with his id has given you a fee of 10k....every minute. Why is that!!!
