He called me over saying he was going to sell me prime tickets. Then he said his friend was afk and made me wait. He informed his friends by doing meta gaming and called them there. Then they tried to rob me. It should all be punished for fraud GR 1.3 and meta gaming.

They can rob you that way. Its your own fault that you dont trade in a safe place, but drive to the outskirts on highway, where they can legally do this. The way they get you there is a trick, but they are criminals, what do you expect?
The POVs posted show no evidences of Metagaming. How do you know they didnt plan it exactly this way and just told their buddies to come there at the same time like 1-2 minutes later? As its not an event, they are not oblieged to a POV-Request.​
