even if u are undercover when you will do something like that you need back up you can't start shooting someone in the city while there are people around you and you are alone

im not there as NG in this scenario i was a citizen helping out a cop who was trying to neutralize a guy who was stealing my fam car running away and idk why you are so mad? also 5 seconds demand imagine u gonna countdown 5 seconds and wait for the guy to runaway cause for sure he aint getting out as soon as he moved his vehicle which should also count for PG.
