According to your pov there were other usss officers present which means I do not see any valid reason for you to use the equipment off duty as what you provided here as evidence clearly shows in which situation you can use equipment or not. Regarding senior administration reply nowhere did he mention that you can use it while being in situation with other gov employees and legislation clearly states when and where you can use it
