Life Story: Tony's life began in Compton, where he was one of the only white families in the area. Often bullied for his race being surrounded by African-American kids, he grew increasingly violent. On top of that, Tony's father was in a small time, but very brutal mafia, and his mother was a crackhead. Often, in Tony's early teens, his father, Gerald, would force him to torture rival mafia associates to mess with Tony mentally. Tony did very poorly in school until he met his best friend, James. They studied together and allowed Tony to get a good transcript in high school. 2 weeks before graduation, James was shot and killed in a bank robbery, which prompted Tony to join the United States Marines, where he was deployed to Afghanistan. In the long firefights he was exposed to, Tony developed a minor, but unnoticeable case of schizophrenia. After getting his college degree while serving, Tony was discharged and returned home. He then was prompted to join the SAHP where he was given a supervisory position after meeting a fellow Marine he had served with who worked there.

After being hired into SAHP, Tony got straight to to work, doing radar patrol, air patrol, and responding to HRS (High Risk Situations), all while absorbing the trauma from the USMC. Tony worked long hours as a Supervisor and quite frankly, was being overworked. Tony saw more and more crime unfolding all over San Andreas, especially the city where he lived. All came a faithful day where Tony was at the bar and ran into some old family friends who Tony's father knew, and they were also mafia. They showed Tony a stash of drugs and classified FIB documents and told them it was all from bribes, and wedged a subtle idea of being corrupt into the back of Tony's mind. After working one day, Tony was shot by a redneck whom Tony had fined earlier, and SAHP didn't cover any surgery costs, or any medical bills. Broke and dissatisfied with SAHP's money greed, Tony began plotting ways to take bribes and make more cash while quietly defying the law and using his SAHP position to an advantage.
