From the POV provided it is not possible to see if it was him engaging at NG first. NG then ran out to open fire on the person that shot you after that. Since the first shooter cannot be seen it is impossible to punish 224963 for GR6.15 as technically the first guy could have left, he approached you opened fire. To many questions and uncertainties.
