This guy was with ballas gang and when i was escaping from them, this guy came and CR me and Blocked me intentionally the Reason i got killed.

Both of you were driving on the wrong side of the road and, based on the POV provided, the CR did not appear intentional. You and him collided into each other. He did not try to continue ramming you afterward.
