Upon reviewing the evidence, I have decided to Accept this report.
1. ID 61183 and ID 22638 will be punished for Event Rule 1.2 (It is forbidden to kill/rob/kidnap/etc. before the event starts(10 minutes before), during and 5 minutes after)
2. However, ID 103174 will be not punished because he was just holding the gun.
