I was doing patrolling as LSPD officer and he (ID 280244) came and start shooting at me without any demands or previous warning and he kept doing it on anyone that passing by. and finally he left the city (Combat Log).
also you can see another guy came after a minute (ID 72356) and he also start shooting at a Debt Collector which was helping my colleague with no demands and also killed my college officer too. but he didn't do anything to me.

I think they are nothing more than a bunch of toxic players, because why would a normal person come and attack the police for no reason?
