TBH look like RP Situation that you come in middle of it.
maybe try to stole a solar panels or somethings and maybe they was thinking that you try to reviving your friends.
About the mercy killing in RP situation they can tell to EMS not to heal if there is still guns shoots in the area.
if you can send another video that longer then 1 min its will help to Admin understanding it.
