this guy killed me without any rp in city..and I just went there to ask him why ..but he acted like he is sleeping...and while talking to the nearby guy ..he ran far and started shooting ...and after killing me ..he also said "now report" ...which shows that he is not afraid of me reporting him..so give him max punishment for his behavior (and also check whether he have any other accounts ..thats why he dont care about punishment)
