early life:
Tommo Atkin was born in raised in Los Santos, and spent most of his younger years playing with the other children in the street. Times were good, and there were never many troubles in Tommo's neighborhood. This all changed one day, however, when a violent gang who called themselves the "Blood Street Gang" moved into the city. The streets that were once Tommo's playground soon became very unsafe. The rise of the Blood Street Gang only encouraged others to band together to protect themselves from these violent gang members. After Tommo's parents were killed in a drive-by shooting on Jamestown st., Tommo joined one of these so called "gangs" as he had no-one to look out for him and needed some friends. The group he joined called themselves the "Ballas Gang". This is how Tommo first came to experience the life of being a gang member.
start of Tommo's career
The ghetto of Los Santos had become a warzone. Many different gangs now roam the streets looking for targets to rob, murder, or kidnap. Tommo quickly rose through the ranks of his gang, as the other gang members were very impressed with his gunskill and knowledge of the streets. However, one day Tommo came to a disagreement with someone in the gang who was higher rank than him. Tommo had killed the cousin of one of the Balla's OG members in a gunfight near megamall. Even though Tommo didn't know who the man's cousin was, the OG was able to turn most of Tommo's fellow members against him. Due to this Tommo was forced to leave Ballas, and eventually started his own gang known as Marabunta Grande. He established their HQ far from the other HQs in the hopes that the Balla's hitmen would never find him there.
tragedy
One day Tommo was in his HQ, discussing plans with his high command to attack a territory owned by the Bloods Street Gang, Tommo's worst enemies. Suddenly a storm of bullets came flying into the building they were planning in, and many of Tommo's top commanders were killed instantly. Tommo was hit in the arm, and somehow managed to escape out of the back door. He later came to find out that Bloods and Ballas had worked together to find Tommo's location and set him up to be assassinated.
After seeing his closest friends and commanders gunned down, Tommo withdrew from society. He purchased a new home far from the ghetto and stayed there for some time, constantly peeping out of the window to make sure nobody was coming for him. After about a month of hiding, Tommo decided that this was not the life for him. He had accomplished many great things in his lifetime and refused to wait in this house until someone came to murder him.
cleaning up
Tommo was sitting in his house watching TV when he flipped the channel and saw the results of the election for Los Santo's mayor. He was surprised to see it was none other than his childhood friend, Ron Atkin! Tommo was ecstatic when he saw this, and instantly called Ron to congratulate him. Tommo and Ron decided to meet up the next day for lunch. While Tommo and Ron sat there and caught up, (they hadnt seen eachother since they were children) Tommo had an idea. He asked Ron to give him a chance to leave the gang life behind, and bring him on board as part of his party. Ron was skeptical at first, thinking Tommo had too many "ghetto" tendencies to allow him to properly operate in the government. However Tommo was a very smart man, and passed all of the tests Ron gave him with flying colors.

Tommo has taken full advantage of the opportunity Ron gave him, and now serves as the Minister of Homeland Security. He works actively to keep the city safe, and his main priority is to rid the city of its gangs forever. Tommo is a very useful member of the government, as his knowledge of the streets has proven invaluable in many situations. Every nook and cranny, every roof, every alley was no longer hidden from the gaze of Los Santo's government. However, this didnt mean that Tommo was a completely changed man. After many years of killing and robbing, it is hard for Tommo to forget his past. He often does things that the government would deem unacceptable and unjust, if they were to ever catch him.
Outcome
1. Tommo has many years of practice shooting his gun, and is not scared to initiate a gunfight even when outnumbered.
2. Tommo still has his best interests in mind over all others, and will confiscate illegal items with the intention of selling them for profit or using them on his enemies.
3. Tommo is constantly worried about hitmen being sent after him, and so has a secret camera in his shirt recording everything that happens.
4. Tommo may cut deals with certain gang members he used to know and are still loyal to him.
5. Tommo has no qualms about using force to extract information from gang members.
6. Tommo can kill without mercy, and will not hesitate to pull the trigger if someone doesn't comply with his demands.
