Rejected Killing in Green Zone (Green Zone Rule 1.1)

i was going to park my car there, he started shooting me in red zone, but when he killed me, i was in green zone, he killed me from out of the green zone.
Here, i didn't enter the green zone just to be safe, instead i was going to the beach market, i also had the waypoint set to it. These guys just spoil playing experience of other players in grand rp. Please punish him with the suitable punishment.
