the area you are in is considered the ghetto, in the ghetto, you can open fired open, robbed and killed on sight. You should take more consideration for your life when in these areas as they are actively controlled by gangs and organisations. They cannot do this outside the ghetto so no, they can;t roam around the server and kill anyone they see.
