Vagos keep telling me to pull over with 1 car. They were nice about it after I pulled over, but they still need to know the rules

Upon reviewing the evidence, I have decided to Deny this report.

It is not a rule break to pull someone over without 2 cars and 4 people. It is a rule break if the person being chased doesn't pull over for 2 cars and 4 people. If it happens again just escape. You do not have to listen to their demands unless they have the correct amount of cars and people.
