That's not mercy killing, maybe it will come under fear rp as In you shooting while he's not fearing for himself against the gun fire. Mercy killing is when your own teammate kills you during a crossfire

upon reviewing the evidence i have decided to decline this report
although you was shooting at the guy and he proceeded to punch you to death and then finish you this is not considered as mercy killing as the rule states 6.17 It is restricted to kill person who is unconscious to help him to avoid RP situation(Mercy killing).
they were not intending on robbing you and you was not involved in an RP situation with any other players in the evidence clip
